How to set an animated background wallpaper in iOS 7
iOS 7 has lots of exciting new features, one of the most subtle being animated background wallpapers. There are two included with iOS 7. Both feature blurred circles that slide over a gradient background while responding to your movements. The resulting effect is that the OS feels more alive than ever before.

Open the Settings app, swipe down then tap the Brightness and Wallpaper option.
2. Screen options
You’ll see options for changing the brightness, and below, a shortcut for choosing a wallpaper. Tap on this option.
3. Apple Wallpaper
You’ll see two options by Apple: Dynamic and Stills. Tap on the Dynamic option, then choose one of the animated wallpapers.
4. Lock and Home Screen
A small window will slide up the screen asking whether you’d like to set the Lock Screen, Home Screen or both. Choose whichever is suited for you.
5. Animated Wallpaper
The animated wallpaper will now be applied to your iPhone or iPad. Enjoy!
